    PMC Service for Project for Improving Maternal and Child Health

    through Health System Strengthening in Kwango province, DRC

     ◎ 프로젝트 소개

    ■본 사업은 한국국제협력단(KOICA)의 무상원조사업(ODA)으로 DR콩고 정부의 요청에 의해 Kwango 주의 4개 보건구역을 대상으로 하는 모자보건 사업임.


    ■ 연세대학교 원주의과대학 국제보건의료개발연구소는 (사)한국개발전략연구소(KDS)와 컨소시엄으로 본 사업의 수행기관(PMC)으로 선정되어 사업을 수행 중임.


    ■ 본 사업은 DR콩고 Kwango 주 4개 보건구역(Kenge, Boko, PopoKabaka, Kimbao ZS)의 보건의료체계 강화를 통한 모성 및 아동의 건강증진을 도모하고, 궁극적으로 DR콩고 모성 및 아동 사망 감소를 목표로 함.

    － 2022. 9. 29. ~ 2026. 12. 31. (4년 3개월)

    ◎ 주요 사업 내용

    ■ 보건 거버넌스 강화

    － 주보건부 모니터링 역량 강화(보건지표 수집 및 분석 역량 강화)

    － 콩고 모자보건관리 가이드라인 개정 자문 및 배포 지원

    － 보건통계(DHIS2) 관리 활동 지원

    ■ 보건 의료시설 설비개선 모니터링 (사업수행파트너: UNOPS, UNICEF)

     － 보건의료시설 신축 및 개증축 활동 모니터링(UNOPS)
     > Boko, Kimbau 보건지역 거점병원(HGR) 내 모자보건병동(MNU) 각 1개소 신축(총 2개소)
    > Boko, Kimbau, PopoKabaka 보건지역 내 각 5개 보건소 건물 신축·개증축(총 15개소)

     

     － 모자보건서비스 관련 기자재 제공 활동 모니터링(UNOPS, UNICEF)
     > Boko, Kimbau 보건지역 거점병원(HGR) 앰뷸런스 각 1대 제공(총 2대)(UNOPS)
     > Boko, Kimbau, PopoKabaka 보건지역 앰뷸런스 오토바이 각 5대(총 15대) 및 필수 의료기자재 제공(UNICEF)

     

    ■ 보건의료인 역량강화

    － 보건의료인 역량강화 교육(PNSR 응급 및 정상분만 관리, PNIRA 신생아 관리)

    － 멘토링 프로그램 운영
     > 국가단위 슈퍼멘토/지방보건국 멘토팀 구성 및 역량 강화 교육

     > 거점 보건소 및 보건소 멘티 대상 정기적 방문 교육 실시
     > 교육 성과 평가 및 정기적 방문 모니터링 시행

     

    ■ 모자보건 의약품 제공 모니터링

    － 지역 거점 의약품 창고인 CAMEBASU를 통한 사업 대상지역 필수 의약품 제공

    － 의약품 지원 자문 및 Cost Recovery System(CRS) 운영

    － 의약품 관리 역량강화 교육

     

    ■ 모자보건 지역사회 수요증진 활동 모니터링 (사업수행파트너: UNICEF)

     － 지역사회 모자보건 인식 개선 활동

     － RECO를 통한 지역사회 내 자조그룹 운영

     

    ■ 지역사회 기반 필수 모자보건 서비스 제공 확대 활동 모니터링 (사업수행파트너: UNICEF)

     － 지역사회 기반 모성 및 아동 사망 감시체계 구축 시범사업 활동

     － RECO 역량 강화 활동

     － 마을진료소 기반 지역사회 통합아동사례관리 패키지 지원 활동

     － 지역사회 통합아동사례관리 서비스 제공 마을 대상 방문 감독 수행

     － 활동 성과점검 보고서 작성

     

    ■ 사업관리

     － 사업운영위원회(Steering Committee) 구축 및 정례협의
     > 구성: KOICA DR콩고 사무소 / PMC / DR콩고(보건부, Kwango 주 보건부, 4개 보건지역)  UNICEF National Office 모자보건팀 / UNOPS National Officer 건축팀
     > 반기별 정기회의 개최

     

    － 지역모자보건사업 운영 실무위원회(PIU) 구성
    > PMC, Kwango주 보건부, 4개 보건지역, UNICEF 현장 사무소, UNOPS 현장 건축팀
    > 분기별 정기회의 개최, 필요 시 수시회의 개최

    •  － 착수보고/자체 중간보고/종료보고
    •  － 기초선 조사/자체 중간선 조사/종료선 조사/사후관리 계획 및 출구전략 수립
    • － 전문가 현지 파견(PM, FM, PAO, 의약품전문가, 성과관리전문가)

    PMC Service for Project for Improving Maternal and Child Health through

    Health System Strengthening in Kwango province, DRC

     

    The Institute of Global Health Care and Development at Yonsei Wonju College of Medicine (Director, Professor Kim Jong-koo) is conducting a project to improve maternal and child healthcare by strengthening the local healthcare system in Kwango Province in the Democratic Republic of the Congo.

     

    The project is implementing various activities for mothers and children such as support for essential medicines and medical equipment, construction of health facilities, capacity building of health professionals and the community in four health districts (Kenge, Boko, Popokabaka, and Kimbau) in Kwango Province.

     

    This project was planned by the Korea International Cooperation Agency (KOICA) as Official Development Assistance (ODA) at the request of the Democratic Republic of the Congo. The KOICA DRC Project Consortium (Institute of Global Health Care and Development of Yonsei University and Korea Institute for Development Strategy) has been selected as the implementing agency (PMC).

     

    The project period is four years and three months from September 2022 to December 2026

    and it will cost 10 million dollars.

     

    The project's overall goal is to reduce the mortality rates of mothers and children under 5 years old. The purpose is to improve the health status of women and children through strengthening the health system and providing high-quality maternal and child health care services.

     

    Professor Kim Jong-koo, director of The Institute of Global Health Care and Development, said, “The Democratic Republic of the Congo is one of the poorest countries in the world, and mother and child mortality are ranked high. Even at this very moment, many mothers and children suffer and die from disease and hunger. This project will greatly contribute to reducing the mother and child mortality rate and strengthening the health system of the Democratic Republic of the Congo. We are going to cooperate and work well not only with KOICA, but also with UNICEF and UNOPS to carry out the project.”

     

    The Institute of Global Health Care and Development and the Korea Institute for Development Strategy conducted a survey for the launch in the Democratic Republic of the Congo from Oct. 23 to Nov. 6, 2022. They visited the project sites and discussed the issues with stakeholders.
